Car stalls and won't turn back on... What could be this problem???

So... My girlfriend has this POS 2008 Sebring Touring Edition (Oooo!) with a 2.7L V6 (worst car known to man). As soon as she bought it from a private seller we've had problems with it stalling out randomly, while driving, (which is highly dangerous) and now its not starting back up, at all... So when I left the car sitting there for a week or two, I decide to jump it, like every other time it has stalled out... Nothing... All I hear is a clicking noise after trying to turn it over... Every piece of electrical equipment works (i.e windows, lights, radio, odometer...) but it just won't start. There is also a slight whining noise after turning and pulling the key out of the ignition, it sounds like a window rolling down... I've seen a couple of recalls for this POS too and one fits the description of these problems, HOWEVER, the car has already been serviced for that particular recall (Tire Pressure Sensor Module shorting battery) yet it still has the same problems... Someone suggested it might be an ignition switch or an o-ring around the fuel line (near the fuel pump or filter). I'm just not sure what it could be. I'd just like to know what the hell is going on and fix it.

Sounds like the alternator is not charging or the battery is so low on charge and alternator can not charge and battery needs to be fully charged or replaced. Have alternator voltage tested should be charging at 14 volts.
