2004 mercury grand marqee, the engine is running extremely rough. I have checked the coils and they seem fine. what else could cause this problem??

Even at low speeds 30 35 it skips really bad. The plugs seem ok. When I hit the
gas hard it seems to respond well but at 55 mph it skips quits badly.

Would change out spark plugs if have not done so in awhile because it is very hard to determine whether or not just be looking at them to tell if plugs fouling out at low speeds.
