low voltage to the fuel pump

I have an 2004 Mercury Grand Marquis, we put in a brand new battery and the car wont start, everything works all the light work and it cranks but it wont start. There appears to be low voltage to the fuel pump, what can cause this, electrical problems are catastrophic and it has been my experience to just junk the car.What do you think?

Besides the fuel pump relay, make sure your grounds are OK. Engine to frame, battery to engine.
