I have a 2006 Monte Carlo, I can turn on my car and drive but a symbol comes up with a car and a lock on the car and it doesn't let me pull the key out some times, what is wrong?

It's theft-deterrent system light. I looked in the owners manual and it show that light on Chapter 3 Page 37, which directs to Chapter 2 Page 15 for an explanation of what it is, how to arm or dis-arm.
