Not starting at all

I have a 2002 chevy Tahoe LS was running perfectly
fine then I parked it due to insurance issues for
about a month or 2 now it won't start we replaced
the battery ( it was 11 years old I bought the truck
used from a dealership big no no) we replaced the
starter and starter relay lights turn on fine but won't
turn over and no clicking I was told it could be a
grounding issue or the neutral safety switch but was
also told due to the security light coming on and
flashing on the dash it could be a computer issue
how can I test these things? I have 3 kids and really
need my truck going again

if you have a key fob that locks your doors, see if locking and unlocking with the key fob a few times corrects it...sounds like the anti theft system is the culprit...I know that on some vehicles unlocking the door with the key don't shut of the anti theft and it wont turn over...hence the suggestion about the key fob...good luck

Is the security light on the dash going off when you use the key fob to unlock the door?

Yep... this is a VATS issue. Make sure your keys are intact that the FOB or FOBs have fresh batteries and the system should be ok. If not, you may be have an issue with the ECM and that will require replacement before you can continue
