2004 jetta TDI both cooling fans run constantly

Continuing issue: both cooling fans run when key is on,
unable to turn heat off in cabin even when ventilation off or
a/c on.  -- Both primary & aux cooling fans plus cooling fan
relay have been recently replaced.

i have a 2002 jetta, the fans remain on after ignition is off and key is out.i have replaced coolant sensor on radiator, i have replaced computer sesor on the block and still not working. any sugestions?
