I cannot remove my key and I can move gear selector lever at any time on my 1999 Camry

My gear shift will move between gears with or without engine running or my
foot on break, I cannot remove key without disconnecting the battery

Clarification....when you say the key cannot be removed without disconnecting the Battery...does that mean you cannot ROTATE the key to the OFF position for key removal...unless you DC Battery? Then the key will go in and out of the lock cylinder nicely.

That is correct. It will rotate to the accessory positon, but not to the off position.

Ok.....if we are going to help you further...we need to ID the "Shift Interlock System" installed on your vehicle. I'm thinking the problem with your system is in the Shift Console. Is there any way...if you are handy with tools...for you to remove that console. Careful now....things could go wrong ...then..it's off to the repair shop anyway. check out.... ...www.autoshop101.com/forms/h18.pdf......see what you think and get back to us. BTW have you checked for any BLOWN FUSES?

I have not had time to remove the console yet, I am reasonably handy, so I should be able to do it. You mentioned things could go wrong, any particular part to watch out for? Happy Thanksgiving Don

You might want to Google a video or 2 concerning the procedure. I suspect there is a Computer controlling this system. it should be located in/under that Shift Console. I seem to recall an "inter Lock switch that goes bad. The console is of course PLASTIC....so use caution when prying and pulling.
