07 Hyundai Tiburon loud ticking at ideo and when you give it gas

I have a 2007 hyundai Tiburon and when I start it, it
has a very loud taping noise coming from lifters
and valves and it gets louder as I give it gas also
the oil is pumping by the lifters kind of like a milky
substance?what could that be?

Looks like water in oil. Maybe blown headgasket, maybe bad water pump seal (the one on the engine block). Engine could be bad by now if you ran it like this.
