Solved! It costs $200 but I spent $500 at the mechanic shop bc I didn’t know what to do. Here’s the answer so no one else makes my mistake. You have to replace the modulator and blower with Motorcraft OEM only. Otherwise it will only kind of work. They’re right next to each other under the glove box and you can replace yourself in less than 10 minutes. I have an expedition 2016 xlt
