cold air on passenger side of car and hot air on driver side with heat on

I have a 2007 chevy Impala.  I get heat on driver's side of the car, but only cold
air on passenger side of car.  Also, I get fogged up windshield when I put on
defrosters.

That's what happens with side-to-side vents when blend door actuators begin to malfunction. A door opens on one side and not on the other. You can access them somewhat from under the dash and behind a glovebox, but you might have to partially remove the dash to get to them. The defroster is likely something else. If you're getting humidity in defrost or defog mode, it's either the AC not working or you have a leak in the heater core that's spewing coolant into the ductwork.

Dual control HVAC systems are notorious for broken blend doors and or servo motor failures, so that is your air problem, a HVAC code scan will tell the tale. Now if it’s steam on the windows and you get a slight sweet smell it is usually a leaking heater core. But if it is just moisture then the AC drain hose is most likely plugged. It’s under the car on the passenger side about midway up the bulkhead.
