Do you mean the rpm's -- engine speed - goes up and down at idle or a constant speed... and car maintains same speed? Or car slows and gets faster without you changing pedal ..? We just need a bit more details on your question to figure this out .... like a lope?

if its going up and down at a idle, could be a vac leak, or the idle speed control
