07 Cobalt Giving Engine Disabled/Reduced Engine Power

So I live in Wyoming where it recently reached -20 degrees.
The car would not start afterwards so I replaced the battery
with one with higher cold cranking amps. After replacing
the battery the starter refused to engage. So I figured to
replace the starter and that would resolve the issue. After
replacing the starter, it will not engage still but I am now
getting a message in the dash for Engine Disabled and
Engine Power Low. I am at a loss now on what to do, please
help.

First stop replacing parts until you find out what's actually wrong. Scan it for trouble codes and see what you find. Hopefully that will give you some direction.

Check the ecm fuse inside the car. Fuse box on passenger side fuse number 25. If it isn't bad take it out and put back in flip it over put back in. I have this same prob replaced everything and found this ecm fuse prob. No dash lights won't key start low power message at times. I take out this fuse mess with it a bit and everything works. Seems there is a short in the fuse box . I posted this else where here also. Seen a vid where the guy drills a hole into the fuse and adds voltage via a fused link from another wire.
