My 2008 Dodge Avenger the horn keeps blowing when the alarm isn't even set my lights does not flash it's just the horn goes off and have a time to get it to stop . What could cause it ?

Just a guess, but it could be that the horn relay is mechanically hanging up internally. Try swapping the relay out with another similar one in the fuse/relay center under the hood to see if the problem goes away.
