Cold air when heater is on

I recently moved from California to Illinois and my
07 town and country is blowing cold air when
heater is on I recently changed the water pump
and radiator and refilled it Whit antifreeze and now
it's blowing cold air even though it's at normal
temperature only blow's hot air when the car is
moving

Purge air out of the system. Youtube has instructional videos.

No already did that and I noticed hot air comes out when car is moving antifreeze level are normal and noticed that the resaware levels never change and I checked the line for clogging and it's clear

We have an 07 can also it’s more than like the vent actuator isn’t working properly. It can be fixed . Bad news it isn’t cheep $1,000 for dealership as the dash has to be disassembled. Private mechanic was a little cheaper.
