Why does the A/C not blow cold air while the car is idling, either in park or at a stop light?

I recently had new freon put in my vehicle for the first time since I bought it
brand new in 2006. My A/C had totally quit cooling at that time. I hadn't used
the A/C for 3-4 months because it was winter & I didn't need it. Always before,
the A/C would quit cooling after sitting for 10 minutes of non driving, just
idling. Now it happens within 1-2 minutes.

You may have a slow leak. Many times the compressor O-rings start to fail and slowly leak out freon or the internal read valves wear. If you don't have a/c manifold gauges you might want to get a set and have a look at your pressure readings. Your proper high and low pressures will vary due to ambient temperature. There are charts for this available online.
