2007 grand marquis p1299 reading. cooling fan does not run on a/c or ever. only overheats in long idle or heavy slow traffic. coolant topped off 50/50. ok to replace fan and module? or test other?

ok to replace cooling fan or should other things be checked out first? dealer says its a common problem and new fan and module are upgraded replacement parts.  confirm easy enough to do on own and not necessary to
empty out coolant. radiator looks clean.

I'd check / replace the fan relay first before replacing the whole thing.I don't have enough experience to know if this is a common problem. Why module and fan both? Are they factory defects? I'd just replace the relay first, and go from there. Others on this site know more than me, see what they say.

No relay. fuse good, etc. Voltage tested control module and there was power to it and out of it to fan motor. Replaced fan motor and shroud and its all good. fan works on a/c and when needed now. thanks,
