Power steering problem

I think my power steering is going or already bad. I hear
an annoying whining sound and when I check the
overflow the fluid is spinning inside/bubble. Is it the pump
or what?

The fluid is topped off. When it runs for a while the fluid turns a light caramel color. I googled it and some people said it could be the o rings are going bad where it's sucking air into it. Not to sure I just want a second opinion
