display is giving incorrect outside temperature

on 99 F day, display shows 67 F

Your sensor may be covered, dirty, bad connection, bad sensor or gauge. Try with the cleaning first, including the electrical connections. Check the wiring for signs of wear or breaks. Last two items is replace the sensor, then have the gauge checked.
