91 Oldsmobile nintey eight regency elite. I have 3 lines in climate control panel . No functions work. I replaced panel and same results . any idea what could be wrong

My climate control is showing 3 lines in my 91 Oldsmobile Regency Elite 98. . I replaced
control panel with a used one and have same problem system is completely down . Any
ideas as to what is wrong.

After replacing Climate control panel I then put factory radio back in that I bought. I then replaced AC control [ passenger side Under dash] I then replaced relay in engine compartment and replaced 3 fuses. AC works great. How ever the door that opens and closes from heat to AC does not switch over to heat from AC,
