Is it necessary to replace both the tie rod and lower table when replacing the shock and spring?

When I had my 2002 x-type in the garage for a broken front shock, they changed both the
tie and lower table(?) without asking saying that it had to be done. Is this really the case
or was the garage just boosting the bill?

Tom is right but- the mechanics should have discussed the work that was needed before they replaced expensive parts- now, we will never know if that work was needed or not- before spending money, people have a right to be ASKED if they want the work done- and the right to LOOK at the damaged parts and have an explanation- I would look for a better garage- these guys sound suspicious-
