Manual shift four by four on the floor no matter
if it's on high or low only two tires will grab 1
Front 1 rear is this normal

Yes, That's how a diff works. unless you have a locker on an axle the wheel with the least traction will spin.

Single ( open ) carrier will spin only one tire. In reality you have a two wheel drive, one front one rear.
