Why does my 93 Silverado have trouble going faster than 55?

I step on the gas pedal and it feel
weird like soft when it used to feel
firm after I step on it I feel the engine
roaring and even the transmission
down shifting but very little speed is
gained and has trouble getting over
hills a bit and accelerating
A while like a year ago it kind of had
the same problem so I replaced the
fuel filter and after that it ran great
could it be this again? The fuel in the
filter seems clear
Also I just put 35s on it could this be
the cause of my like of power?
