98 vortec wont start

So iv been working on a 1998 chevy 2500 vortec. came in with a no start
problem. i have checked timing, spark, compression, And fuel... but heres
where i run into problems. i have fuel pressure but when i turn it over and pull a
couple plugs.. No fuel on them and no smell of fuel present. i am convenced it
is the fuel pressure regulator

You said you have fuel pressure, but is it within specs for the engine? also, with the engine off see if there is any fuel in the vac line going to the regulator. if so regulator is bad. if not, pull the vac hose and turn the key to the on position so the pump can cycle and see if fuel drips out of the line. if so, regulator is bad.

On the 5.7 vortec the regulator is inside the plunem (inside the top have of manifold with spider injectors) And my fuel pressure is at 61 and holdingso it is within spec.
