Ignition lock cylinder. Rotates but no resistance that is normal. Batt is good 13.6 volts

Ignition cylinder has no effect on ignition. Rotates.
Does not cycle starter motor has nk effect on power
regaurdless of position. Battery has q3.5 volts Dc

I have pulled the steering wheel bought a new cylinder
for the ignition. The gears mesh on all of the proper
locks function. ??? I don't get it.

The actuator is broken this is the pot metal part with the gear rack, it connects to the rod that goes to the switch .
