Fans wont run

I have replaced coolant sensor, no change. Replaced the
transducer on the ac line which I was told could cause fans
not to run too, no change. Car will over heat and fans wont
run until car is shut off, I can go in on my snap on solus and
manual turn on both fans and they run at high and low that
way. Turning the ac on will not kick the fans on either, and
ac will cycle a few times then compressor wont run. If I turn
ac on and manually turn fans on with snap on it will work
fine. So I know all relays and circuits have to be good if the
snapon will run everything. What could he the problem.

Yes with the old sensor and new sensor I get an accurate reading on the car and scan tool. If I unplug the cts the fans do not run so what do you think that could be. The pcm?
