Hot upper radiator hose , cold lower hose

Replaced the two plastic elbows under the tensioner bracket..
3.8L 2003 Buick
Temp says normal but climbs to 212 on dash gauge.. top hose extremely hot and lower hose almost cold to touch.
there was fair amount of rust build up inside the bracket and heater hoses (if that matters)
Appreciate your advice..

Thermostat may not be opening up. System may need a flush. Other concerns would be plugged or scaled radiator.
