how do you get to the fuse box under the back seat

There is no fuse panel under back seat,it is one under dash and one under hood.

the fuse box for most of the rear end stuff including trunk pull down etc. is supposed to be in fuse box 3 aka the one under the back seat. we want to know how to get to it. Do we have to remove the whole seat?
