Instrument Panel Out?

I recently bought a used 1999 buick century.
Everything worked fine,  but the stereo wasnt
plugged in. The person said that when he bought it,
he noticed that the stereo was draining the battery
because it was hooked up wrong. I was sceptical
so I plugged it in. It didnt drain the battery but after
i plugged it in, my instrument panel no longer
works. Only the lights on the fuel gauge,
speedometer, and temperature gauge work,
although the gauges themselves dont. There are
no lights on my gear display or anywhere else such
as the low wiper fluid light. The blinkers work,
headlights work, heater works, etc. I'm not sure if I
blew a fuse or what. If I did blow a fuse, I'm not
sure which fuse to check or if I need to check them
all. I'm not sure if it will need to be looked at by a
mechanic, but I hope not because mechanics are
expensive. Anyone know what I could've done?

Oh, and the radio itself was a hot mess of tape and sticking out wires, which upon being removed, was a even hotter mess of soldered wires. Not sure if that made a difference.
