Why are my wheels not freely rotating after changing the brake pads?

Hi y'all! I changed the brake pads on the front disk brakes of my '95 Buick
Century and now the wheels will not freely rotate when I try to turn them up on
the jack. Driving makes them very hot. I lubed up the pins and I still have the
same problem. My worn down brake pads that are on now do no stick, rub, or
get hot and function normally. What could be wrong? Thank you.

Bad brake caliper,s there stiking will have to replace with new one,s.
