Windshield wipers open but won't close

I turn on the wiper switch, the wipers
open and get stuck open. They can
bepushed back down but will get
stuck everytime they open. I can hear
the motor running but nothing
happens. I have a 1999 Chrysler town
and country,3.8, with air. The blinkers
don't work most the time but idk if
that's related or separate from the
wiper issue. Please help! I'm in
Washington state where it rains
constantly and i need my van, as I'm
disabled and don't have much money
to hunt the problem down.

Pry the caps up on the wiper arms. There should be a nut that you can try to tighten.
