2006 PT Cruiser Touring fuel pump not working. How to troubleshoot?

Ran out of gas this morning and now will not start. Filled tank and can't hear
the fuel pump running when key turned on. Checked all the ASD fuses and all
are good. Is there any way of trouble shooting fuel pump without dropping the
tank?
