honestly thinking it's a worn belt tensioner is more the likely scenario...else someone who assembled the engine left a few bolts out (NO...I don't like it either) that's why I suggest this easy to change idler on the spring arm tensioner...and a NEW belt too will fix it for you~

okay...the kit...belt and goodie for 154-~ http://www.1aauto.com/1A/TimingBelts/Chrysler/PTCruiser/1ATBK00012/32 2087-2006? utm_campaign=gb_csv_br&utm_content=TBK&gclid=CMmNiMae97sCFYg- MgodXwYAPA

Done got all that brand new ...tensioner , idler, water pump and belt I set all timing marks and when I put belt on the marks move and the ones that move is the crankshaft and I think it would be the intake it's the one on the left

hmmm..I DO not know then..short of a complete rebuild....perhaps the tensioner was cross-threaded leading to misalignment....sadly, that's all I got~
