The car overheated one night. Drove it the next day and it started hesitating
the next day it would not start. Changed the battery and starter. It will not
turnover the starter just spins. What could itbe?

The starter just spinning means a bad solenoid. A lot of "rebuilt" starters are junk so take it back and get another one.

Had the old one tested but it will not turn over just makes on click and won't turnover
