Where are you testing for power ? Disconnect fuel pump connector (make sure your test light /meter has a good ground ) you shoild onky have 12 volts as you turn the key to the second position for about 4 seconds (prime ) .then again at cranking position . Make sure you have someone work the ignition key for.you . If you still find you don't have 12 volts to pump check.for ground at fuel.pump relay . It's fed by the Ecm . Of you find you have no ground to relay from.Ecm .check wires /harness fpr obvious signs of damage .but I'll tell you . In my experience it's usually the Ecm .and will need replacing Good luck
