1998 buick lesabre, when the car is started and sitting in the driveway, the heat is good, when I drive for
awhile the car beings to blow cold air

This is especially true if you live where it gets very very cold. thermostat. At idle, the engine will be warm but driving it will create enough airflow to cool it to the point of your heater core not getting hot water.
