My 07 vw passat has starting problems every winter and starts with a power pack first time then starts ok after! Have had numerous battery drain checks but can't find a problem? I'm at my wits end!

have you tried replacing the battery ? batterys are more susceptable during the winter time because of the cold so it could make your crankamps go down in the cold. Not to mention it ussaly is a bit more difficult to start a car in the cold because the oil is ussaly more stiff from the cold. Have the battery checked for amperage and voltage its the most likely culprit here.
