2007 beetle sometimes idles high , cause ?

occasionally the car will go to a higher idle almost 2000 rpm even after it has reached normal temp.then, drop to normal.

Is this when you are in traffic (after the car has had adequate time to warm up) right after a cold start? Are you using AC?
