My 99 town and country will not start. I replace with new starter,new battery. I turn the motor in case the flywheel lost teeth. The sparoket turns on the starter but does not engage the flywheel.

Does the starter drive come out to make contact with the fly wheel or just spins inside of starter ? If it just spins inside starter you have a bad starter solenoid but if it comes out but does not catch fly wheel you probably need starter shims.

What was the reason you replaced the starter the first time was it for the same reason not catching the fly wheel ?
