2007 Lucerne has the drivers seat belt light on

the seat belt warning light is on with the seat belt connected, it's also comes on when a door is opened with the key off & out of the ignition

it does the same thing with the seats completely out of the car, so the seats and sensors are out of the picture

I believe the problem to be in the instrument cluster or the body control module, somewhere that the dome lights & the seat belt warning system are connected
