When I turn the steering wheel left or right at a stop mostly, but also when
moving slow, it sounds like a cable stretching across metal.

Raise the hood and look to see if something is rubbing up agains the steering shaft past where it exits the firewall.

Maybe have a helper turn the wheel side to side while you watch and listen outside the car.
