Cadillac 2007 DTS Performance model ... all of the sudden, a notice appears at 80 mph telling me the speed is limited to 80

It was a rental car at one point. All the rental companies do that with all of their vehicles. You need to get into the personal settings in the cluster, by using the 4 buttons on the dashboard, and turn it off or move the MPH up.
