Why won't the radiator fans come on?

I've replaced the radiator fans (brand new), and the relay(brand new), yet the
fans won't come on and it overheats. There's enough coolant, too. Please
help!

use jumper between relay contact #3 to #4 fan must come on if not check the fuse, wire and #4 to ground must read 12 -volt dc and between # 3 and batt-hot must read 12 volt all the above concerning the fan circuit now the #1 and #2 relay contact is ground, PCM signal(5volt dc) at 185 to 212 degree will activate fan relay coil then close contact #3 to #4 and then the fan will come on if no signal from PCM to the relay, then the problem at the cooler sensor and or at PCM signal output and wiring, if this is the case do not replace PCM, BUT THE SENSOR WITH ONE WIRE SENSOR AND REGULAR 2CONTACT RELAY (NO, NC) USE THE NO CONTACT FOR RADIATOR FAN, CONNECT THE SENSOR WIRE TO THE RELAY COIL TO COMPLETE THE COIL GROUND CIRCUIT
