Check your EVAP system, a clogged vent line can cause the gas pump to shutoff. Google your make and model's EVAP system to get an understanding of what it is. Fumes from refueling are captured by the EVAP system and returned to the gas tank, but if the line is obstructed or kinked, it can't do that and the pressure rises and triggers the pump's shutoff (the same way when fuel fills up the filler neck past the vent opening and triggers the pumps shutoff.)

Your gas tank vent is plugged up or otherwise can't breathe.

disconnect hose from charcoal canister and blow air back toward the fuel cap. there is fuel in the vacuum line. caused from over filling.
