Temp were in the teens. Car would not start up. It would crank but not start the engine to run. could it be the fuel lines frozen?

very unlikely that the fuel lines were frozen. how old is your battery? batteries that are more than a few years old have a harder time in the winter and if it is super cold, they may not have enough "juice" to start your car. take it to an auto parts store and have them check it. if the car can be jump started, leave the battery in and have them check the starting and charging systems as well. most major auto parts stores will do this for free, and even install a new battery without charging labor if needed. you may need a battery with more cold cranking amps than your current battery.
