Do u have to torque the valve cover bolts on 1998 saturn

No but put even tightness on all the bolts, and just snug them up, they do not need to be tight, if there are no keeper stops in the gasket, if you over tighten them you'll shit out the gasket and it won't seal.

I would snug then down as they don't take a lot of torque. What ever you do, don't over tighten them.

Try to get torque specifications on that you don't want to over tighten that just to be sure you're doing it correctly.
