Found it yesterday on my 1995 Chevy Silverado, 4X4 with 350 V8. You have to remove the ashtray by pulling the 4 little plastic tabs out on each side. 2 per side of ashtray. The flasher can be reached on the left inside the hole and may be covered by a piece of sticky foam. Peel the foam back and pull the flasher toward the ashtray hole.

Agree with djcheatwood - on my 1995 Chevy Suburban 1/2 ton, the best way to replace the turn signal flasher is to remove the black plastic ashtray housing by pulling straight out on the four corners where the plastic retainers fit into the dash. You will see the flasher on your left and it's much easier to replace it through this opening because you can see the pin connectors clearly. Hopefully the photo will make sense.
