So I gotta question got a 95 Chevy camaro where the cat and muffler pipe has rust holes through it should I just go ahead and take it out or try and replace/fix it? I live in south Indiana and cops won't pull over for loud engines

Depends, is the O2 censor or censors before the cat. or after? If located after the cat. the car will not run right. You would need to fix to original. Also, a garage cannot take out a cat.
