The cheapest thing to try is replace the sending unit. If you get the same reading after changing the unit....your oil system is dropping when the RPM drops....that indicates a bad oil pump or badly worn bearings. PS you can also screw a oil pressure gage into the hole for your sending unit and get a direct reading there.

I would use a mechanical gauge to check your engines condition first. Having a gauge move while the engine is running is perfectly normal. Oil pressure changes during the time the engine is running. As long as the gauge (the mechanical one for testing)shows 10 psi for every 1000 RPMs you should be OK.
