I have had the same issue with my roadmaster estate wagon. what happened is a plastic guide that is attached to the regulator arm has broken. You have some options. You can try to find a complete new assembly from a GM source, you to a junkyark and pull one out of another roadmaster or caprice or repair the one you have. (for that you need to be a bit creative if you are interested let me know in another post and I will tell you what I did)

My have broken three times, twice in the front windows and once in the rear. Had to take in a body shop and get repaired. No easy fix.
