With money you can do anything. You will be buying a car sight unseen, and having to pay to ship it across the world and pay duty fees and maybe inspections and modifications. That doesn't come cheap. Why not just buy a vehicle in Africa?
I would find a specialist that knows the system and can do all the paperwork, pay the bribes etc, etc.
